The professional security contract (CSP) is a system offered to employees subject to economic dismissal, which entitles them to enhanced support and a specific allowance paid by France Travail. Sending the CSP file to France Travail is a crucial step: a delay or missing document can postpone the start of support and create a gap of several weeks without follow-up or compensation.
Reflection period and actual timeline of the CSP file
The employer provides the employee with information documents related to the CSP during the pre-dismissal interview or during the last meeting of employee representatives, depending on the procedure initiated. From this handover, the employee has 21 calendar days to accept or refuse the CSP.

This 21-day period is not just a time for reflection. It is also the window during which the employee must gather and complete the documents for the file. Waiting until the last day to return the membership form exposes one to a concrete delay: the enhanced support from France Travail starts on the 8th day after membership, whereas a standard registration for ARE can lead to several weeks of waiting before the first diagnostic appointment.
Anticipating the preparation of the file before the end of the reflection period helps avoid this “gap” in follow-up. To understand precisely how to send the CSP file to Pôle emploi, one must distinguish the employer’s obligations (transmission of employer documents) from those of the employee (membership form and allowance request).

Documents in the CSP file: what the employer submits and what the employee completes
The CSP file consists of two distinct parts, often confused. Both the employer and the employee have documents to produce, and it is the combination of both that forms the complete file sent to France Travail.
Documents required from the employer
The employer must provide the employee, and then transmit to France Travail, a set of mandatory documents:
- The information document on the CSP, which presents the system and its terms (provided by France Travail, to be collected at the agency or downloaded)
- The acceptance form for the CSP, signed by the employee in case of membership
- The employer’s certificate (equivalent to the standard France Travail certificate), which mentions the economic reason for the dismissal and the calculation elements for the allowance
- The work certificate and the final settlement
These documents must explicitly mention the date of delivery of the CSP proposal to the employee. An absent or incorrect delivery date can block the processing of the file on the France Travail side.
Documents required from the employee
The employee who accepts the CSP completes the membership form and the request for professional security allowance (ASP). This ASP request is distinct from the standard ARE request: it triggers the payment of a specific allowance, more favorable for employees with at least one year of seniority.
The employee sends these signed documents back to their employer or directly to France Travail according to the received instructions. In practice, it is often the employer who centralizes the complete file before transmitting it to the competent France Travail agency.
Common errors that delay the processing of the CSP file
Processing delays do not always stem from a missing document. Several recurring errors complicate the handling.
The incorrectly filled employer’s certificate is the most common cause of blockage. If the employment periods, reference salaries, or the reason for termination contain inconsistencies, France Travail requests a correction before starting the calculation of the ASP. This back-and-forth can last several weeks.
Submitting the file on the wrong platform also poses a problem. User feedback indicates difficulties in identifying the correct online transmission channel, with some forms only accepting public structures. In case of doubt, physical submission at the agency or calling the employer service of France Travail remains the most reliable way to confirm proper receipt.
Finally, a point often overlooked: the employee who joins the CSP retains 12 months to contest the economic dismissal before the labor court. Joining the CSP does not extinguish the right to contest the economic reason. The employer thus has an interest in ensuring the motivation of the dismissal letter and the completeness of the file, including to secure their own legal position.

Enhanced CSP: what the France Travail experiments change
Since 2024, experiments called “enhanced CSP” have been launched by France Travail as part of the extension of the system until December 31, 2026. These experimental pathways do not change the composition of the file but alter the pace of support once membership is validated.
The principle: a faster start to redeployment actions, with more frequent contacts between the referring advisor and the beneficiary. For the employee, this means that every week lost in sending the file delays entry into an intensive pathway that could have started earlier.
These experiments are not detailed in the general sheets of France Travail or Service-Public. They vary by region and agency. The employee can inquire with their attached agency to find out if their CSP file falls under an enhanced pathway.
Professional security allowance: seniority condition and duration of the CSP
The CSP entitles the professional security allowance for a maximum duration of 12 months. The level of compensation depends on the employee’s seniority in the company.
An employee with at least one year of seniority receives an ASP calculated based on their reference salary, at a more favorable rate than the standard ARE. An employee with less than one year of seniority can benefit from the CSP, but their compensation conditions are aligned with those of the standard ARE.
To benefit from the CSP, the employee must meet the standard conditions for unemployment insurance affiliation: having worked at least 88 days or 610 hours in the last 24 months (36 months for those aged 55 and over). This condition applies regardless of seniority in the company that is dismissing.
The quality of the file submitted to France Travail determines the speed of payment of the ASP. A complete file submitted in the first days of the reflection period allows the employee to enter the system without interruption of income between the end of the employment contract and the first payment.
